Powers and Functions of Marikina Land Transportation Office
· To regulate, enforce and monitor all land transportation activities within the city.
· To execute and implement all national and local laws, rules and regulations governing the operation of all public utility vehicles plying within the city.
· Subject to the approval of the PUTFRB, to issue from time to time an order or supplement guidelines which shall be complied and observed by land transportation operators/owners/drivers within the city.
· To coordinate, through dialogues or meetings, with all officers land transportation associations, relative to requirements, guidelines and regulations of the land transportation activities in the city.
· To identify and designate land transportation terminals throughout the City of Marikina.
· To ensure that all offices under its administrative supervision shall faithfully implement and act in accordance with policy guidelines set forth by the PUTFRB and the MLTO.
· To receive and submit all franchising applications for consideration of the PUTFRB.
· To conduct regular field inspections in all areas of operation of all public utility vehicles and pedicabs.
· To prepare and submit detailed reports and other data needed by the Sangguniang Panlungsod or the Office of the Mayor, relating to land transportation vehicles within the city.
· To adopt necessary measures to identify and effectivle curtail the illegal activities of “colorum” private land transportation vehicles which are operating as PUVs.
· To perform such other functions as maybe assigned by Law or Ordinance.

High Usage of Public Transport
The modal share of public transport is remarkably high at 70% as compared to other mega cities in Asia. In order not to further aggravate the current traffic congestion, Metro Manila’s high public transport ridership should be maintained.
