Pursuant to the City Ordinance No. 032, Series of 2002, entitled, “Ordinance adopting a Privilege Card for qualified non-delinquent Marikina City Real Property Taxpayers and granting discounted fees for selected government services,” the city government launched the program called “MARIKINA CITIZENS FIRST PRIVILEGE CARD”
This is a mechanism aimed to encourage and provide the people with an opportunity to actively participate and be involved in government activities. Through the privilege card system, the constituents will be made aware of the services offered by the government in exchange for their dutiful observance of their tax obligations
The privilege card shall be given for free to all non-delinquent residential real property taxpayers residing in Marikina City. Immediate member(s) of the family such as the spouse, dependent children and/or co-owners of the land are entitled to the privileges provided by the card.
The privilege card shall be issued by the Marikina City health Office through the MCF Privilege Card Processing and Redemption Center located inside the Marikina City Hall Building.

The Marikina Citizens First Privilege Card and its Implementing Rules & Guidelines
What is the MCF Privelege Card?
The Marikina Citizen’s First Privelege Card is to be given to all city residential Real Property Taxpayers. This card is a non-transferrable card and is sole and exclusive property of the City Fovernment of Marikina. The card is an ATM-type card bearing the name, address, picture (to be taken at the Privilege Card Office), signature of the card holder and the signature of the City Mayor of Marikina.
How much is the cost of the MCF Privilege Card?
The MCF Privilege Card is free of charge. It is given to all city residential Real Property Taxpayers as incentives for complying with their duties as citizens of the city. But replacement of lost card will be charged at P 150.00.
Who can avail of the MCF Privilege Card?
All non-delinquent residential Real Property Taxpayers with latest Tax Declaration and Current Official Receipt can avail of the MCF Privilege Card.
Who are the recipients of the MCF Privilege Card?
Aside from the taxpayers, immediate members of the family such as the spouse and/or dependent children, as well as first degree relatives of the taxpayers will also enjoy the privileges.
How to use the MCF Privilege Card?

How to avail the MCF Privilege Card?
Pay your Real Estate Tax on time and present the photocopy and original copy of your Official Receipt of payment (Real Property Tax Receipt) and latest tax declaration to the MCF Privilege Card Processing and Redemption Center located inside the City Hall Building. Fill-up the Information Sheet and claim your MCF Privilege Card.
What are the terms and conditions of MCF Privilege Card?
The MCF Privilege Card is exclusively valid only within the City of Marikina. It is non-transferable card and renewable upon date of expiration as specified in the MCF Privilege Card.
The City Government of Marikina reserves all the rights to suspend or revoke the privileges for the following conditions:
1. Unauthorized use of the privilege card by any person other than those declared recipients.
2. Any violations of the Rules and Regulations.
3. Transfer of Residency (outside Marikina City)
Who are the implementing authority?
The City Government of Marikina through the administration of Mayor Marides C. Fernando, in coordination with other concerned agency is tasked to promulgate and implement the MCF Privilege Card.
